Jiraiya was a very powerful ninja and was considered to be Kage level.
He was so powerful that even Akatsuki members, Itachi and Kisame chose not to face him!

Jiraiya was one of the legendary Sannin, along with Tsunade and Orochimaru, who was trained by the Third Hokage.
Naruto Uzumaki affectionately calls him the “Pervy Sage”.
He once tried to spy on Tsunade and was nearly fatally wounded when she caught him!
